Why is my apt complex doing this ?

My apt complex has hundreda of apts with a dish mounted 2 a small pole outside their patio so they can receive satellite tv . I get the same thing and was told ur not aloud a pole in yard at all and they will come and take it down . I said everybody does here they said well their not suppose too .my question is how is that fair ?
